The former United full-back and Sky Sports pundit claims the Reds need only a centre-half, midfielder and winger to challenge for the title next season.
The club have also been extensively linked with moves for a specialist right-back and a striker to replace the fading Robin van Persie, but Neville is convinced that the squad only needs tweaking.
"Three months ago I'd have said Chelsea are way in front of us. Now not as far," Neville told The Sun.
"If they can continue doing what they have been doing for the rest of the season, they can look towards next season with optimism.
"They will feel confident that they can challenge Chelsea for the title.
"United need to continue to improve in two or three positions -  a central defender, midfielder and a winger.
"I don't think this summer is a case of a total restructure of the squad.
"It is a case of trading well. I think three coming in and one or two going out rather than wholesale buying. I don't expect another £150m spend."
